中興大學畢業，中國攝影學會、美國紐約攝影學會、台北市攝影學會，以及桃園縣愛心攝影學會博學會士，曾多次得獎，其中包含全國美展、全省美展、南瀛美展、日本富士國際攝影大賽及各項國內外攝影比賽。於報章月刊連載攝影專欄，並著有攝影集，現於交通大學、慈濟功德會、旺宏電子公司等處任攝影指導。呈職台北市攝影學會、副理事長、學術委員會總召集人；以及台北攝影月刊總編輯和台北國際沙龍等各級評審委員。

He graduated from Chunghsin University, and holds honorary titles from the Chinese Photography Association, New York Photography Association, and the Taipei Photography Association. He has also won numerous prizes including awards from competitions at the National Art Exhibition, Taiwan Fine Arts Exhibition, Nan-Yin Awards, and the Fuji International Photographic Competition. Mei is a prolific writer and columnist on the subject of photography. He now teaches for the Taipei Photography Association, Chiao Tung University, Tzu Chi Foundation, and Macronix International Co. Ltd. Mei is also the Vice President and head convener of the Taipei Photography Association. Presently, he works as the chief editor of the Taipei Photography Monthly magazine and is also a judge at the Taipei International Salon.
